Port-au-Prince, Haiti (AHN) – Canada’s embassy in Haiti was temporarily closed due to electoral violence in the country.
The violent protests by Haitian students in the capital over the preliminary result of last month’s polls also caused the closure of other foreign embassies in Port-au-Prince.
According to the Canadian embassy, consular staff could not enter and leave the building safely because of the situation in the city, leading the property managers to shutter the edifice housing the embassy.
Schools and airports also temporarily ceased operations because of the escalating violence which had resulted in the death of at least two people.
Because of the tense political situation, Canadian Foreign Affairs Minister Lawrence Cannon called on Haitian President Rene Preval to restore calm and stability in the country. Cannon also expressed Ottawa’s concern about the charges of irregularities in the elections, but stopped short of calling for another election.
The presidency is supposed be contested by the country’s former First Lady Mirlande Manigat and Jude Celestin, Preval’s choice, based on the results of the votes.
Many Haitian’s are angry at the exclusion of popular singer Michel Martelly in the run-off for the presidency, prompting Haiti’s electoral body to make a recount of the votes.

Vancouver, BC, Canada (AHN) – British Columbia Supreme Court Justice Randall Wong overturned the will of a man who died in 2008, but left nothing to his four daughters.
William Werbenuk named his only son, Randall, as the sole inheritor and executor of the will. He left Randall a farm in Saskatchewan, a violin collection and a house worth $430,000.
Wong ruled the elder Werbenuk’s will went against contemporary moral standards. The justice said the father terrorized his daughters by running the house with an iron fist, even making his daughters wash his feet.
The father claimed his son cared for him for a long time, thus Randall deserved the inheritance. Wong said the daughters must be compensated for the way their father behaved toward them.
The eldest daughter, Virginia Derksen, was Werbenuk’s child by his first marriage to Ann Haining. The couple divorced in 1953. Werbenuk had five children with his second wife. One of his daughters, Wilma is now deceased.
Werbenuk explained in his will that he excluded his three daughters by his second marriage from the will because one received $20,000 and another $30,000 when he was still alive. He deliberately left a third daughter out of the will because she distanced herself from him.

Ottawa, Ontario, Canada (AHN) – The new citizenship test introduced by Ottawa on March 15 is tougher than the older exam. As a result, the passing rate was only 70 percent.
Because of the low passing rate, the federal government introduced a revised test on Oct. 14, which upped the passing rate to 80 percent. However, it is still a relatively low rate.
The test has 20 multiple choice questions which examinees are given 30 minutes to answer. The exam is available in English and French. The pre-March exam placed a 60 percent passing rate, which meant only 12 correct answers out of 20 questions are needed to obtain Canadian citizenship. The post-March exam upped the passing rate to 75 percent or 15 correct answers out of 20 questions.
Under the old system people who did not pass were referred to a citizenship judge who determined the worthiness of an immigrant to gain Canadian citizenship. In 2008-2009, 9,500 failing examines were sent to a citizenship judge for about an hour.
Because of the tougher exams, which could flood the citizenship judges with people who didn’t pass, the new rules allow those who failed to repeat the test instead.

Ottawa, Ontario, Canada (AHN) – The Canadian Supreme Court ruled Thursday that Ottawa could still extradite foreigners to their homeland even if they had been granted refugee status. The conditions for extradition are that conditions in the country of origin have changed and no longer prosecute people based on their ethnicity, religion or other grounds.
The decision was prompted by two cases involving three Hungarian and Romanian refugees in Quebec whom Justice Minister Rob Nicholson wanted to extradite.
The first case was a Roma couple, Joszef and Joszefne Nemeth, who arrived in Canada in 2001 from Hungary where they were wanted for fraud involving $2,700 for leasing their flat even if they have no authority to do so. The second case was Romanian Tiberu Gavnia, who arrived in 2004 after he fled a sentence for forging the visas of two people for which he was paid $1,800.
The Hungarian and Romanian governments separately asked Ottawa for the extradition of the three people.
While the Supreme Court upheld Nicholson’s power to extradite them, the court ordered the minister to reconsider his decision.
The court said that while human rights conditions have changed in the two eastern European nations since they joined the European Union, Nicholson failed to apply the correct legal principles when he made the decision to surrender the three refugees for extradition.
Justice Thomas Cromwell, who wrote the decision, said the burden of proving the threat of prosecution should not be upon the refugees but on the governments seeking their extradition.

Toronto, Ontario, Canada (AHN) – Bell Canada offered customers Thursday a choice of a $67 rebate in check in 2011 or a $100 credit immediately applicable to the company’s wireless or TV services. The offer complies with an August decision by the Canadian Radio-television and Telecommunications which ordered telecom firms to rebate $311 million to home phone customer who were overcharged.
The offer was made by Bell Senior Vice President for Residential Services Division Steve Bickley in a letter to customers, which he said was limited time offer.
The rebates range from $25 to $90 per customer. The CRTC allowed telecom firms to refund the amount through credits that are larger than cash reimbursement.
Bell said it made the twin offer right before the Christmas holiday season, which is the time that many subscribers decide if they will switch service provider or renew their phone deals.
Bell’s rivals, however, complained that the telecom firm’s offer was an anti-competitive marketing strategy.
Some Bell subscribers have complained that to qualify for the rebate they must be an active Bell home phone account in an urban area by Aug. 31, 2010 – the date the CRTC decision came out. Bell subscribers for years who shifted service providers prior to Aug. 31 do not qualify for partial rebate.
CRTC limited the rebate to current subscribers because tracking older subscribers would make paying the refund complex and costly.

Ottawa, Ontario, Canada (AHN) – Ottawa is planning to put in place massive spending cuts in a bid to give Canada’s economic recover a big push. Federal Finance Minister Jim Flaherty was scheduled to outline the new economic policies in a speech Monday in Oakville, Ontario.
Ahead of his speech, Flaherty hinted there would be bitter pills for Canadians since the new policies would likely not be popular among residents. He insisted the proposed cuts seek to protect Canada’s advancement.
Flaherty stressed the measures are Ottawa’s way of preventing fiscal trouble in Canada similar to what is happening in Ireland. Ottawa plans to return to a balanced budget by 2016 through major cuts in key areas and ending the two-year $48-billion stimulus plan according to timetable.
Over the weekend, Flaherty hosted a consultation with business leaders in Toronto on how Canada’s Economic Action Plan will continue to shape the country’s economic future for next year’s budget. He acknowledged after the consultation that Canadians are concerned with the economy, jobs and their household budgets.
Ottawa is also getting feedback on four key issues from the public through online consultations which started Nov. 19.
