Texting to help child domestic workers

Ouagadougou, Burkina Faso (IRIN) – Naba Wangré, manager of the child labor project at the Burkina Faso Red Cross, sends bluntly worded text messages to government officials, employers, traditional leaders, teachers, business owners and housewives several times a year, trying to reduce the widespread exploitation of domestic workers by raising awareness of their rights.

“Employers: domestics have the same rights as your children. Stop under-paying them; stop subjecting them to mistreatment, sexual violence, and long hours”, said a recent SMS from Wangré, who uses lists of phone numbers provided by the local network.

Domestic workers – mostly children – have told Sister Edith a nun who runs a local NGO “Maman à L’Ecoute” (Listen to mother) in the capital, Ouagadougou, that they earn from 3,000 to 6,000 CFA (US$6-$12) per month, sometimes work up to 18 hours per day, and often experience exploitation and abuse.

No assessment of the sector has been done since a 2006 study by the Ministry of Labor and Social Security, but officials estimate that thousands of children around the country are employed as domestic workers. They are often sent from rural areas where there are few work opportunities to Ouagadougou and the second-largest city, Bobo-Dioulosso.

The 2008 Labor Code makes it legal to engage in “light work” from the age of 15, but many children are put to work at much younger ages according to the Ministry of Labor. In 2009 there were only 39 labor inspectors to address violations countrywide, so their impact is limited.

A child-trafficking law was passed in 2008 to curb the practice of sending a child to a destination for the purpose of work within Burkina Faso and across the border to its six neighboring countries – Mali, Niger, Benin, Togo, Ghana and Côte d’Ivoire – but it has been hard to enforce.

With little legislation to control working conditions in the sector, Wangré said making employers more responsible was essential to changing their behavior.

Sending text messages via cell phones is one of the most effective ways of passing information to a mass audience, said Ken Banks, founder of FrontlineSMS, which tries to help non-profit organizations deploy mobile technology.

An SMS message is direct and personal, and about 90 percent are read within 15 minutes of arriving, he told IRIN. Nevertheless, Banks said an SMS campaign should supplement other media channels, rather than replace them.

Project Masiluleke in South Africa was one of the most successful examples of behavior change as a result of an SMS campaign, in which text messages with HIV awareness and testing information organization were sent out, resulting in a spike in voluntary testing.

The Burkina Red Cross SMS campaign reinforces the information broadcast on radio by the Ministry of Labor to raise awareness of abuse in the six regions where most of the domestic workers come from: South-west, Cascades, Haut-Basins, Boucle du Mouhoun, Centre West and Centre East. Wangré said abuse and maltreatment of domestics could be reported on Red Cross telephone hotlines.

Behavior change must be backed up by legislation, said Stella Somé, head of child labor at the Ministry of Labour. The government is trying to set minimum wages and working conditions in line with the International Labor Organization (ILO) and hopes to have draft legislation in place by 2012.

Domestic workers also need to be empowered to earn higher wages, said Sister Edith. Maman à l’Ecoute has trained hundreds of girls as cleaners and housekeepers, allowing them to demand wages of up to 25,000 CFA (US$50) per month. Some also learn to read and write and do sewing. The Burkina Red Cross will launch its own training scheme soon.

Racial Labels Have Limited Use In Personalizing Medicine

Washington, DC, United States (KaiserHealth) – For all the fanfare around personalized medicine, the idea has been fairly slow to take off.

Boosters have said if doctors had a patient’s DNA information it would be revolutionary: They could look for genetic risk of certain diseases or mutations that determine whether certain drugs are likely to work or not.

The cost of DNA sequencing keeps falling, yet genetic sequencing for medical use isn’t commonplace. In the meantime, doctors can, in theory, consider a patient’s race in anticipating health conditions that could pose a higher risk.

But a study published recently in PLoS One suggests that using race as a stand in for truly personalized genetic information may not work, especially in the most diverse cities (like New York and Los Angeles) that attract immigrants from around the world.

There’s a lot of genetic variability among races. And the genetic risk profiles for many people with mixed ancestry don’t fit neatly into any category.

Researchers at the Mount Sinai Medical Center sequenced the DNA of nearly 1,000 local participants who identified themselves as European American, African-American, or Hispanic to determine their genetic make-up, or genotype.

In part, they wanted to see if the conventional race labels people use to identify themselves would be useful for doctors looking for genetic risk patterns in the community.

Many New Yorkers who self-identify as Hispanic originally came from the Caribbean but genetically are closer to African-Americans than immigrants from Mexico or Central America, the study found. So while both groups might call themselves Hispanic, their risk of disease will be very different.

“The great variability in those populations means the genomic risk of something like Body Mass Index may be valid for certain individuals and not others,” Erwin Bottinger, a study author and director of the Bronfman Institute at Mt. Sinai, told Shots. “That requires much more detailed analysis of genetic background of local communities.”

This means that doctors practicing in places like New York shouldn’t assume anything about disease risk in their community. “It’s ultimately much more important to focus on the individual,” says Bottinger.

Bottinger and others at the Bronfman Institute are now looking at hundreds of genetic markers for major diseases, such as heart disease, kidney disease, liver disease, and diabetes, in the Mt. Sinai patient community. But the end of the year they plan to have genetic info for 20,000 patients in a Biobank, which they say will help them predict disease risk for the community.

Bangladesh seeks international regime for climate change refugees

Dhaka, Bangladesh (AHN) – After a five-year hiatus, a revived regional dialogue on human rights of migrant workers worldwide resumed in the Bangladesh capital Dhaka on Tuesday.

Ministers from Asian labor-sending countries are holding three days of business about endorsing protections for migrant workers, Human Rights Watch, Migrant Forum in Asia, and CARAM Asia said in a briefing paper. The protect should give priority to protecting migrant domestic workers, who are at especially high risk of abuse, and to ending recruitment-related exploitation, the organizations said.

The gathering marks the fourth round of the “Colombo Process,” a series of regional consultative meetings on Asian contractual migrant workers. Under the theme “Migration with Dignity,” delegates from 11 Asian countries that send large numbers of workers abroad are discussing strategies to improve coordination, optimize benefits from migration, and prevent worker abuses at home and abroad.

Several labor-receiving countries from Asia and the Middle East will attend as observers.

Prime Minister Sheikh Hasina Tuesday underscored the need for establishing an international regimen to administer cross-border migration and internal displacements, the outcomes of adversities caused by climate change.

“We need an international regime under the United Nations as our country is likely to have huge human displacements due to climate change,” she said.

Some 3 million Asian men and women migrate each year, a large proportion working in domestic service, construction, manufacturing, and agriculture in other Asian countries and the Gulf states. In 2010, Asian migrants sent home an estimated US$175 billion in remittances.

Gulf countries in particular rely heavily on Asian contract labor; for example, there is approximately one migrant domestic worker for every two Kuwaiti citizens. Migrants from Bangladesh, India, Pakistan, and Sri Lanka have fueled construction booms in Saudi Arabia, the United Arab Emirates, and Bahrain.

“Abuses against migrants are often linked to gaps in information, poor coordination, and competition for jobs, so it’s a big deal for these governments to sit around the table and address these problems together,” said Nisha Varia, senior women’s rights researcher at Human Rights Watch. “The Dhaka meeting is also a chance to share information about successful reforms with other countries in the region.”

The briefing paper “Protecting Asian Migrants’ Rights” prepared by New York based Human Rights Watch, urged delegates to pledge support for a proposed international convention on labor standards for domestic work, increase civil society participation in future regional dialogues, promote increased multilateral cooperation, and take measures to eliminate recruitment fees charged to migrant workers.

But inadequate protections mean migrants also risk an array of abuses, the groups said, including recruitment-related deception and debts, unpaid wages, hazardous working conditions, physical and sexual abuse, and forced labor, including human trafficking. Unlicensed recruiters often operate with impunity, migrants have limited information about their rights and channels to seek help, and immigration policies can trap workers with abusive employers.

“When high, and often inflated, recruitment fees leave migrants heavily indebted, they are especially vulnerable to abuse,” said Dr. Chowdhury Abrar, chairman of the international relations department at the University of Dhaka. “Cracking down on excessive fees and unethical recruitment practices will be a key ingredient to any reform.”

“Even though migrants from Asia confront similar abuses while working abroad, their governments have typically addressed these bilaterally, and the results have been far weaker protections than if they negotiated together,” said Mohammad Harun Al Rashid, regional coordinator for CARAM Asia.
